Broncos Again Top The League

The top five teams in Discipline Score following Week 17 remained the same as they were after Week 16, with the exception of Dallas and the New York Giants changing places in third and fourth. Dallas, Jacksonville and Tennessee are tied for the league lead with 7.8 penalties per game, while the Broncos are the sole squad to post 70 or more penalty yards on average.

The biggest rankings movement this week happened in the bottom portion of the top 10. Houston found its way into this group after the Texans received eight penalties for 70 yards in their 20-16 win over the Chargers.

Washington is another new entry in the top 10. The Commanders dreadful season continued with a Christmas Day loss to the Cowboys that saw Washington called for 10 penalties for 71 yards. Dallas was also hit for 11 penalties for 89 yards in what was a flag-riddled game to start the NFL's holiday slate.

The Raiders did not do much right in a 34-10 loss against the Giants, but Pete Carroll's team was called for only five penalties for 41 yards. Those low totals on both side of the penalty ledger helped move the Silver and Black outside of the top 10 this week.

The biggest drop out of the top 10 was Minnesota moving from ninth all the way to 14th. The Vikings saw only three flags for 20 yards in the 23-10 Christmas Day upset win over Detroit. Kevin O'Connell's squad is playing so well right now that they have to wonder what might have been had the earlier part of the season turned out just a bit differently (and if J.J. McCarthy had stayed healthy).

Key Takeaways

That Washington/Dallas game accounted for two of the three instances of a team being called for 10 or more penalties in a game in Week 17. It moves the season long total to 80 team games of this nature. This is tied for seventh highest all time through Week 17. This provides ample evidence that there are plenty of NFL teams that just haven't been very disciplined in their approaches during the 2025 campaign.
