Shakir is the classic "better in PPR" guy, rarely seeing deep targets or end-zone looks even though he's a big part of the Buffalo passing game otherwise. He broke out in 2024, his third pro season, with a 76-821-4 receiving line on 100 targets (15 games). Last year, his production was slightly worse on a per-game basis, with Shakir posting a 72-719-4 line while seeing five fewer targets (95) across one more game (16). He took fewer than one-fourth of his snaps on the perimeter for a second straight year, with his limited targets there mostly being screens or other schemed passes. Shakir has shown more versatility in his contributions from the slot, where he mixes quick-hitters with crossing routes and also thrives on Josh Allen's broken plays. In fantasy terms, Shakir may be maxed out at the low-end-WR3 level for PPR leagues (and lower in standard scoring). All but five of his targets last season came from 11 personnel, and the Bills now have a new wideout (D.J. Moore) who provides a serious YAC threat on short catches. Shakir hauled in seven of nine targets for 75 yards in the Bills' 33-30 overtime divisional-round loss to the Broncos on Saturday.
ANALYSIS
Shakir led the Bills in receptions and targets after having posted a 12-82-0 line in the wild-card win over the Jaguars. The veteran wideout also recorded a game-high 46-yard catch in an early fourth-quarter drive that culminated in a go-ahead 14-yard scoring strike to Dalton Kincaid. Shakir's highly productive postseason was preceded by a similarly busy regular season, one where he generated a 72-719-4 line on 95 targets, rushed once for five yards, lost his only fumble and recorded 124 punt-return yards across 16 games.

Shakir looked like a steal in Round 5 of the 2022 Draft, coming out of Boise State after averaging more than 62 yards per game in three straight seasons. He's neither physically dominant nor lacking, having run a 4.43 40 at 6-0, 196, with mediocre marks for jumps and agility drills at the 2022 Combine. Shakir was the Bills' fourth or fifth WR as a rookie and into his second season, finally getting a bigger opportunity in the second half of 2023 after the Bills got next to nothing from Deonte Harty/Trent Sherfield and had TE Dawson Knox miss a month due to a wrist injury. While he never drew more than six targets in a single game, Shakir hauled in 39 of his 45 chances during the regular season, finishing with 611 yards (13.6 YPT) and two TDs. He then got more snaps in the playoffs with Gabe Davis absent, capitalizing to the tune of 10-75-2 on 12 targets across two games. Now Davis is gone, as is Stefon Diggs, though the Bills brought in Curtis Samuel and second-round pick Keon Coleman to make sure the burden doesn't totally fall on Shakir. That's probably smart, considering enthusiasm over Shakir's massive per-target production in 2023 is largely tempered by his extremely low rate of targets per route run (13.3 percent). The rate figures to rise with Diggs out of the picture, but Samuel, Coleman and (especially) TE Dalton Kincaid also have arguments to be the team target leader. Shakir is much more likely to settle in as a solid second/third WR than he is to truly break out.

Shakir could face greater competition for targets in 2026, as Ian Rapoport of NFL Network reports that the Bills agreed to trade for DJ Moore on Thursday.
