Samuel was the most expensive gadget player in the league last season, often playing fewer than 20 snaps despite signing a three-year, $24 million contract with Buffalo in the offseason. Most of his 46 targets came near the line of scrimmage, with Samuel's aDOT dropping to 4.6 after sitting at 6.6 and 6.7 in his final two years with the Commanders. The re-emergence of a turf toe issue that bothered Samuel earlier in his career may have been a factor in the lack of playing time, but it's nonetheless unclear where he stands heading into 2025. He has a full guarantee for his $6.91 million salary this season, yet it won't be surprising if he merely serves as the No. 4 receiver in Buffalo again. Khalil Shakir is locked in as the slot man, which is the role that seemingly would best suit Samuel.
