Willis showed enough promise as Green Bay's backup that former Packers defensive coordinator Jeff Hafley vouched for Willis as the new starter in Miami after being named as Dolphins head coach. In 11 games with the Packers, including three starts, Willis completed 78.7 percent of his 89 attempts, with six TDs, no interceptions and 10.9 YPA. A small sample, of course, but the accuracy was nonetheless impressive considering Willis' average target depth was 8.2 yards and 18.0 percent of his attempts were longer than 20 yards. (Indeed, his on-target percentage last season was 91.2.) Willis has a strong arm and elite speed, the latter of which is his ticket to fantasy value. In Green Bay, he was quick to scramble and also had a high sack rate, finding success over the limited sample with his seemingly high-variance approach. The Dolphins were not stout in pass blocking last season and now have minimal talent at WR or TE, potentially forcing Willis to run more than ever. Malik Washington, a 2024 sixth-round pick, is the top returning WR from last year, followed by unimpressive veteran signings Jalen Tolbert and Tutu Atwell and third-round rookies Caleb Douglas and Chris Bell (coming off an ACL injury). With Greg Dulcich seemingly the top receiving tight end, RB De'Von Achane is the only real weapon, teaming up with Willis to form the fastest backfield in the league on a team that otherwise offers little to look forward to. Dolphins head coach Jeff Halfley said Tuesday at the start of mandatory minicamp that Willis building a rapport with his new pass-catching corps is "a work in progress," David Furones of the South Florida Sun Sentinel reports.

When Willis signed his three-year, $67.5 million deal in March, Miami still had an established No. 1 receiver in Jaylen Waddle, who has since been traded to Denver. As a result, the Dolphins now enter the summer with a far less proven receiving corps headlined by Malik Washington, Jalen Tolbert, Tutu Atwell and TE Greg Dulcich, while rookies Caleb Douglas (undisclosed), Chris Bell (ACL) and Kevin Coleman continue to compete for roles. Another factor in Willis' uneven start to OTAs and minicamp has been the absence of De'Von Achane (shoulder), arguably Miami's most dynamic pass catcher, as Achane has been limited to individual drills while recovering from an offseason procedure. OC Bobby Slowik suggested Thursday developing chemistry with the team's receivers will "probably be an ongoing process all the way up to the regular-season start." Much of Willis' fantasy appeal stems from his dual-threat ability, but it would still be encouraging to see the passing game gain traction once training camp begins in July.

It may not have registered on the seismic scale when the Packers acquired Willis from the Titans late last August, but the move proved to be a stroke of genius, as he was forced to fill in for an injured Jordan Love shortly thereafter and led Green Bay to two early-season wins. Willis more than held his own in a couple other extended appearances, and when it was all said and done he completed a sterling 74.1 percent of his passes, racked up four scores and turned the ball over only once. Willis again will fill the backup role behind Love in 2025, and while Green Bay will certainly hope to lean on him less, the team shouldn't be too concerned if it has to.
Willis' potential to be a starting quarterback in the NFL has seemingly come and gone. In addition to drafting Will Levis in 2023, the Titans also added Mason Rudolph as a free agent this offseason. That puts Willis in the position to be inactive as the third quarterback in most games in 2024. In order to stick in the league beyond his rookie contract, he'll need to improve a number of areas in his game, most importantly his accuracy from the pocket.
It would be drastic to say that Willis' chance to be a starter in the NFL is already gone, but his rookie season wasn't positive. After being projected as a first-round pick in the 2022 draft, he slipped to the third round before Tennessee selected him. Willis spent much of his rookie campaign as the backup to Ryan Tannehill, though he did appear in eight games and made three starts. In those appearances, he averaged only 4.5 yards per attempt and had three interceptions with no touchdowns. Even his significant rushing ability didn't translate, as he accrued 123 total rushing yards with only one TD. Willis is now in danger of slipping to third on depth chart after the Titans selected Will Levis early in the second round of April's draft.
A third-round pick in this year’s draft, Willis is a dual-threat QB with a rocket arm and elite speed for the position. It's because of those attributes that some pegged Willis as a first-rounder. He fell, though, because scouts questioned his inconsistent mechanics and processing issues, which led to inaccuracy (61.1 completion percentage) and interceptions (12) in his second of two seasons at Liberty. Willis will have time to refine those skills this season as the backup to Ryan Tannehill in Tennessee. If the rookie is forced into action, the outlook isn’t great. Not just because he needs time to develop, but because the Titans traded A.J. Brown and released Julio Jones and replaced them with Robert Woods (coming off an ACL tear), rookie Treylon Burks and TE Austin Hooper. Any hope for Year 1 fantasy value likely requires Tannehill missing time and Willis taking a bunch of carries in an extremely run-heavy offense.

Willis has quite the challenge in front of him as he prepares to embark on what projects as his first full NFL season as a clear-cut starter, as he's tasked with learning a new offense and doing so alongside a number of inexperienced receivers and a group that as a whole has never played with him. Head coach Jeff Hafley noted earlier in June he saw the acclimation of the entire unit as "a work in progress" and conceded the limited reps afforded in offseason work were only a small step toward Willis getting fully comfortable with his new targets.
