You have to admire the perseverance, if nothing else. Brooks was a second-round pick in the 2024 draft, and the first running back off the board, despite seeing his college career end at Texas due to a torn ACL in his right knee. Rather than giving him a redshirt season, Carolina saw enough in his rehab to let him make him NFL debut in Week 12 of his rookie season. Two weeks and nine carries later, he re-tore his right ACL, an injury that wound up costing him the entire 2025 campaign. Prior to the initial knee injury, Brooks was drawing Jamaal Charles comparisons due to his elite burst and elusiveness with strong pass-catching skills, but even when healthy he never handled a heavy workload in college, so he's almost completely unproven in a feature role. The Panthers still have Chuba Hubbard around to handle the No. 1 job in the backfield, so if Brooks proves he's healthy and can stay that way, he could be eased into a complementary role. Hubbard lost the starting job to Rico Dowdle in 2025, though, and the door will be open for Brooks to do the same. Brooks didn't participate in team drills during Tuesday's OTA session, Alex Zietlow of the Charlotte Observer reports.
ANALYSIS
The running back did participate in individual drills Tuesday, with his limitations characterized by coach Dave Canales as "just a rest day." Given Brooks' injury history, notably two ACL tears, it's not surprising that his workload is being monitored, with an eye toward ensuring he's at full strength once the regular season arrives. In terms of how Brooks has looked in OTAs, Canales noted that "JB's looked great, in the run game certainly, but also in the pass game. He has a great ability to catch the ball, track it, and transition once he catches it." With Rico Dowdle now with the Steelers, Brooks -- who missed the entire 2025 season -- has an opportunity to claim a notable backfield role alongside Chuba Hubbard in 2026, provided he can stay on the field.

Despite ACL surgery in November 2023, Brooks was the first running back off the board in the 2024 Draft, going in the second round to the Panthers. The gamble didn't pay off, as the Texas product lasted only nine NFL carries before tearing his right ACL again. After undergoing a second surgery in January, there's no guarantee Brooks will play at all in 2025, with a late-season return a best-case scenario. Carolina has since signed Rico Dowdle and drafted Trevor Etienne to provide depth behind Chuba Hubbard, so the team will have no incentive to rush him.
Brooks was the first running back selected in the 2024 NFL Draft (46th overall), and with such a substantial investment the Panthers clearly expect him to become a starter at some point. The question is whether that time is already here or if it might more so be in 2025, considering Brooks is returning from a Nov. 11 ACL tear and is one of the youngest players from his draft class (21 in July). Between the injury recovery and the potential need for development time, Brooks is no sure thing to displace incumbent starter Chuba Hubbard, who ran for more yardage and touchdowns in a 13-game span at Oklahoma State than Brooks did over his entire three-year career at Texas. While he hasn't been as successful as a professional, Hubbard isn't exactly a pushover, coming off a 2023 season with 1,135 yards from scrimmage in an offense that ranked 31st in scoring and 32nd in points. Pass-catching skill is where Brooks figures to have an immediate advantage, potentially opening up a significant role even if the Panthers keep Hubbard occupied as their lead runner. Of course, both backs will be somewhat dependent on QB Bryce Young rebounding from a dreadful rookie year under new coach Dave Canales, who at least has the help of veteran offseason additions like WR Diontae Johnson, LG Damien Lewis and RG Robert Hunt.

Brooks is recovering from a second ACL tear in his right knee, but he has been fully cleared for Carolina's offseason activities. The Panthers have seemingly signaled some confidence in his ability to produce in 2026, given that they didn't add to their running back room this offseason. Brooks will presumably enter the campaign as the backup to Hubbard, but he could quickly carve out a role if he proves to still have explosiveness remaining after his history of serious knee injuries.
