The No. 1 pick in the 2026 draft, Mendoza is expected to begin the season backing up Kirk Cousins, who is due $11.3 million guaranteed from the Raiders (and another $8.7 million from Atlanta). How long that arrangement lasts is uncertain, but it wouldn’t be a surprise if the 2025 Heisman Trophy winner spent more time on the bench than other recent No. 1 picks. The Raiders are the weak link in a tough AFC West, and their offensive line may be subpar even after the signing of Pro Bowl center Tyler Linderbaum. With prototypical size at 6-foot-4, 236, Mendoza is a classic pocket passer capable of making every throw even if his arm isn’t quite elite. He was highly accurate last season at Indiana (72.0 completion percentage) with great touch and ball placement -- his 41:6 TD:INT came against top-tier talent, after all. Mendoza even added 377 yards and seven TDs on the ground last season (not counting sack yardage), though he's probably not fast enough to match that rushing production in the NFL. He should be ahead of other rookie QBs from a mental standpoint after making 35 collegiate starts, including 16 in an Indiana offense that frequently required pre-snap reads. After throwing to fellow NFL prospects Omar Cooper and Elijah Sarratt last season, Mendoza now finds himself saddled with one of the worst WR rooms in the NFL, though the Raiders at least have premium talent at other positions, namely Linderbaum, TE Brock Bowers, RB Ashton Jeanty and LT Kolton Miller. New head coach Klint Kubiak, the Super Bowl-winning OC from the Seahawks, should be able to build a functional offense centered around Jeanty and Bowers. Mendoza seems to have both the tools and makeup to flourish, and getting tutelage from Raiders minority owner Tom Brady can’t hurt either. But it may not amount to much statistically in Year 1. Works behind veteran QBs in OTAs

During Wednesday's OTA, Mendoza worked behind Kirk Cousins and Aidan O'Connell and mostly with rookies during competitive periods of the session, per Sam Warren of The Athletic.
ANALYSIS
The report notes that Cousins took all of the first-team reps Wednesday and was followed by O'Connell and Mendoza, in that order. At this stage, the Raiders have yet to outline plans on when a starter will be named, with GM John Spytek having said, "The best guy will play." That said, with both Spytek and coach Klint Kubiak having previously expressed their inclination to not play a young quarterback right away, Warren and Ryan McFadden of ESPN.com suggest that Cousins is trending toward starting Week 1, citing the veteran signal-caller's ample professional experience, as well as his familiarity with Kubiak's offense. While the Raiders are intentionally easing Mendoza -- the No. 1 overall pick in the 2026 NFL Draft -- into the mix, Kubiak has nonetheless been pleased with what he's seen from the highly-touted the rookie so far. "He's as advertised," Kubiak said Wednesday. "He has not disappointed." Given where Mendoza was drafted, it's assumed that the Indiana product will rise to the top of the Raiders' depth chart eventually, but he could begin his pro career, for a time, as Cousins' understudy. However, there's still runway for Mendoza to change the narrative on that front in the coming months, with Kubiak noting Wednesday of the team's QB pecking order, "It's gonna reveal itself, especially in training camp."

Mendoza admitted after Thursday's minicamp practice that he made plenty of mistakes during OTAs and minicamp but his frustration has been "good and healthy," Sam Warren of The Athletic reports.

"When you're frustrated about it, you put more focus and intent on not making that mistake again...there's no problem making a mistake, but you don't want to be a repeat offender," Mendoza relayed Thursday. The first-overall pick of the 2026 NFL Draft faced the projected first-team defensive players during Thursday's practice, and his operation wasn't as clean as projected QB3 Aidan O'Connell. However, Mendoza has embraced the struggles and feels "leaps and bounds ahead of where I was" entering the summer break. He will compete against Kirk Cousins for the QB1 job in training camp, with the latter projected as the favorite to be the starter for Week 1.
