Analysis
Phillips fared well in his first start of the season, matching a season high in punchouts. The 28-year-old also worked efficiently, throwing 37 of his 59 pitches for strikes. Per Daniel Alvarez-Montes of ElExtraBase.com, manager Clayton McCullough confirmed following Sunday's contest that Phillips is staying in Miami's rotation for now, so the right-hander could push his pitch count in to the 60-to-70 range the next time his turn comes up next weekend in a rematch with the Mets at Citi Field. Phillips holds a 1.07 ERA, 1.25 WHIP and 31:18 K:BB over 33.2 innings on the season, but he might be tough to depend on as a streaming option until he's fully stretched out for a normal starter's workload.

2021 Fantasy Outlook
Phillips was set to begin the 2020 season at the Double-A level, but he didn't pitch after the minor-league season was canceled and wasn't included in the Rangers' player pool. The 23-year-old has pitched well enough in the lower levels of the minors, but he had a lackluster 4.73 ERA and 74:20 K:BB over 93.1 innings with Double-A Frisco in 2019. The righty has a low-wattage fastball, and he hasn't located his pitches well enough to produce a stellar strikeout rate over his first five years in the minors. Despite his overall struggles at the Double-A level in 2019, his 3.90 xFIP was slightly better than his surface numbers, and he finished the year with a 2.95 ERA and 6-3 record over his final 10 starts. Phillips could make his big-league debut in 2021 and should contend for a back-end rotation spot for the Rangers during spring training but provides minimal fantasy value due to his subpar fastball velocity.
