Signed a three-year, $17.3 million contract with the Padres in December of 2023. Contract includes $6.5 million player option for 2027 and $7 million player option for 2028 if he avoids Tommy John surgery or 130 consecutive missed games due to an elbow injury over first three seasons of deal. $7 million option for 2028 becomes mutual option if Tommy John surgery is needed. Contract includes annual games finished escalators of $150,000 for 15 games, $250,000 for 25, 35 and 45 games and $500,000 for 55 games.

Analysis
The Japanese left-hander has been on the shelf all season after sustaining a groin strain early in spring training, but he's now fully cleared after a month-long rehab assignment, during which he posted a 4.97 ERA, 1.58 WHIP and 14:3 K:BB across 12.2 innings. Matsui should step into a middle-relief role for the Padres after posting a 3.98 ERA, 1.36 WHIP and 61:33 K:BB across 61 regular-season appearances last year.

Matsui was expected to compete for the Padres' closer role in 2024, but with Robert Suarez locking down that job, the left-hander was relegated to middle relief. After striking out 12 batters per nine innings during his 10-year career in Japan, Matsui's K-rate dipped after moving to the States. His 26.8 percent strikeout rate was still above league average, but Matsui's 10.5 percent walk rate likely prevented possible ascension to higher-leverage work. However, the 29-year-old racked up 236 career saves overseas and his vast experience closing games may still open the door for a greater role within the Padres bullpen.
Matsui signed a five-year, $28 million contract with the Padres in December, a deal which suggests he has the chance to close for his new club but isn't a lock to do so. San Diego is no stranger to the overseas reliever market, having signed Robert Suarez out of NPB prior to the 2022 season while also adding Woo Suk Go from the KBO this winter. Those two may wind up being Matsui's primary competition for the ninth inning this season, and if he can come anywhere close to repeating his numbers from Japan, he'll emerge as the favorite. The lefty may stand just 5-foot-8, and his four-seamer sits a modest 92-94 mph, but its rising action pairs perfectly with his devastating splitter, leading to a 2.40 ERA and 236 saves across his 10-year career in Japan. Over the last three years, he's produced ERAs of 0.63, 1.952 and 1.57, producing a 36.4 K% over that stretch. He hasn't always shown great control, with a 10.9 BB% for his career, but that number dropped to 5.9% last season. With a strong spring, Matsui could quickly move to the back of the Padres' bullpen.
