Taken by Washington in the Rule 5 draft, McGarry has a chance to be an impact pitcher with his new team. He misses tons of bats, with a 34.0 percent strikeout rate for his minor-league career and a 35.1 percent mark last season. He was available in the Rule 5 draft despite his great stuff because he has severe command problems, with a 13.9 percent walk rate last year and a 16.3 percent mark for his career. He worked as a starter last season, and the Nationals don't have a settled rotation, so if their coaching staff can tweak something to get his command from "awful" to merely "poor", he could be a WHIP-destroying, high-strikeout starter that could have deep-league fantasy value. The more likely path to fantasy relevance would see him using his excellent strikeout stuff to quickly move to the back of an unsettled bullpen, though he probably won't throw enough strikes to be trusted in high-leverage. McGarry cleared waivers and was returned to the Phillies and assigned to Triple-A Lehigh Valley on Tuesday, Lochlahn March of The Philadelphia Inquirer reports.

The 26-year-old righty was selected by the Nationals during the Rule 5 Draft in December but was designated for assignment over the weekend. McGarry will now rejoin the organization that drafted him in the fifth round of the 2021 First-Year Player Draft. He spent most of last year at the Double-A level and had a 3.25 ERA, 1.24 WHIP and 103:45 K:BB over 72 innings.

McGarry reached Triple-A at the end of the 2022 season, but he stalled out in 2023. Not only did he fail to crack the big-league roster at any point, he actually spent far more time at Double-A (13 starts) than he did at Triple-A (three starts). His season took a wrong turn early, as he hit the injured list in early April due to side tightness, and his performances for Double-A Reading upon his return in mid-May explain why he didn't return to the highest level of the minors until late in the year. McGarry has combined great strikeout numbers with far too many walks throughout his minor-league career, and that was the case again with Reading, where he combined a 32.0 K% with a 15.6 BB%. He wasn't punished for those walks nearly as much as he could have been, as he recorded a 3.13 ERA, but Triple-A hitters had no issue with him, as he gave up an almost unbelievable 20 runs in 4.1 innings at that level, striking out five while walking 14. It seems beyond time for the Phillies to move McGarry to the pen at this point, though even in a relief role, his command questions may limit him to low-leverage work.
