The Astros signed Otto (undisclosed) to a minor-league contract Thursday.
ANALYSIS
Before he was released by the Padres on July 28, Otto hadn't pitched since July 12 after he was placed on Triple-A El Paso's injured list. While the current state of the right-hander's health isn't yet known, the Astros will bring him into the organization with the hope he can provide depth at Triple-A Sugar Land. Otto previously made 39 appearances at the big-league level with the Rangers from 2021 through 2023, logging a 5.62 ERA over 169.2 innings.

2023 Fantasy Outlook
Otto debuted in 2021 with a 9.26 ERA in six starts, but his 25.2 K% and 7.2 BB% in those outings made him look like a viable late lottery ticket in deeper formats. While he did manage to trim his ERA nearly in half in his sophomore effort, a 4.64 ERA certainly didn't turn any heads. Judging by his 5.21 FIP and 4.83 SIERA, he got lucky, if anything. He couldn't come close to repeating his promising underlying numbers from his rookie season, as his 18.2 K% and 10.6 BB% were both significantly worse than league average. Combined with his relative lack of prospect pedigree, that doesn't paint a rosy picture for his future as a regular member of the Rangers' rotation. With the team adding Jacob deGrom, Andrew Heaney and Nathan Eovaldi over the winter, Otto seemingly no longer has an inside track on a starting job. Those three aren't the most durable, so Otto could still wind up making a fair number of starts, but he's unlikely to be anything more than a mediocre streaming option.

The 26-year-old was never a sure-fire bet to open 2023 in the rotation, but the offseason signings of Eovaldi, Jacob deGrom and Andrew Heaney have reduced those odds even further. Otto could work in long relief for the big club or remain stretched out as a starter in the minors.
